 a) The cartoon referrs to the lawsuit the ACLU brought against the National Security Agency to end its “Terrorist Surveillance Program,” which is designed to eavesdrop on telephone calls, email exchanges and online chats between individuals suspected of ties to terorism outside the U.S. and those they communicate with inside the country.
b) The cartoonist is implying that the ACLU wants to give the same rights to terrorists that American citizens are guaranteed under the 4th amendment of the Constitution.
