c) satirical – satirical is an adjective which describes the use of satire.  Satire is defined as: the use of irony, sarcasm, ridicule, or the like, in exposing, denouncing, or deriding vice, folly, etc.; satire makes fun of some example of vice or foolishness or injustice or moral failing.
The cartoonist is ridiculing the increasing phenomena of college graduates (and those with more advanced degrees) not finding permanent jobs, and having to move back in with their parents.
