Answer
1. Mrs. Palin is Governor Sarah Palin of Alaska, the Republican nominee for vice-president.
2. Lang's cartoon refers to Gov. Palin's speech at the Republican National convention in which she portrayed herself as the average hockey-mom who also happens to be a tough, no-nonsense reformer. In her speech Gov. Palin impugned Senator Obama's stand on numerous issues, and told the media that she is not going to Washington to seek their good opinion - she is going to Washington to serve the people of this country.
Gov. Palin joked that the only difference between a hockey mom and a pit bull is lipstick.
