The cartoonist's point is that it is ridiculous for airlines to charge extra fees for necessary services.
American Airlines recently announced that they will be charging customers a fee to check their bags. In the past, it was a given that customers would receive these services as part of the trip. Under the new policy, the customer has no choice but to use the service and is therefore forced to pay an extra fee, as bringing bags on a trip is a necessary part of travel.
