The cartoonist is comparing Iranian President Mahmoud Ahmadinejad to cartoon character Elmer Fudd. Elmer Fudd (Ahmadinejad) is always trying to kill Bugs Bunny (Israel) but winds up hurting himself instead. He isn't very bright, whereas Bugs is very clever.
