c) What do officials plan to do about the rise in leprosy cases?

4. For FRANCE:
a) list the who, what, where and when of the news item
b) For what reasons does Cardinal Barbarin oppose legalizing same sex marriage in France?
c) In the U.S. and other Western countries, people who publicly oppose the legalization of same sex marriage are increasingly ridiculed, and attempts are made to silence their opposition.  Why do you think supporters of same sex marriage want to silence others' right to free speech on this issue?  Be reasonable in your response.
