Al Brown asserts that the AP purposely published a misleading headline to give American voters a false belief about troop presence in Iraq.  He says: "the [AP] headline would seem to be designed to deliver a quick, and incorrect, take on the story.  Coincidentally, just a few weeks before the 2006 midterm elections"
