Democratic Representative Chrissy Houlahan of Pennsylvania sponsored the provision for automatic Selective Service registration with the purpose of eliminating the need for manual registration and to reduce penalties for young men who unknowingly fail to register. The initiative was designed to shift the burden of registration from the individual to the government. It passed with nearly unanimous support.
