1.  The cartoonist is exaggerating the politically correct language people use to avoid “offending” anyone by mentioning Christmas.  His cartoon points out the absurdity in omitting any mention of Christmas by Christmas carolers.
Many public schools in the U.S. have banned the singing of any Christmas carols, wrongly believing that they are not permitted to mention anything “religious.”
