1.  The cartoon character represents the president of the United States. 
We know because he is sitting in the Oval Office (stars on the carpet, the U.S. Capitol Building is seen through the window, etc.).

2.  The man’s statement is: a) ironic. 

3.  Irony is defined as: when the opposite of what you expect to happen occurs.  By nature, the office of president is political.  This statement is not one that you would expect to hear from him.
