1. The cartoonist is opposed to lowering Florida’s gambling age to 18 and thinks it is a bad way to earn revenue for the state.  He portrays it as a ridiculous idea, one that is as foolish as lowering the drinking age–encouraging these habits among the youth of the state is a bad way for the government to raise extra money.
