There is an email scam that has been going around for years from "Nigerian businessmen" asking people to send them money in exchange for a larger repayment later. (The email has a bogus story of how the person has a problem with his bank, etc.) Many people have been fooled by this scam and been tricked into sending large sums of money for which they are never reimbursed. The cartoonist takes a lighthearted approach to the bad economy by saying that these devious scammers aren't even making any money by attempting to swindle people.
